The Daily Express understands that a new form of murder trial verdict will be recommended by the Lord Chancellor's Committee appointed to consider the question of insanity in crime. It i;> proposed that juries shall be empowered to return a verdict of "not guilty on the ground of insanity " instead of the old form, '" guilty, but insane." It will 'also be recommended that full legal recognition should be given to the' mental condition recognised in the medical profession as uncontrollable impulse. Such a plea, if accepted by a jury, would, in the opinion of the committee, justify a verdict of not guilty on the ground of ( insanity: • .•.;■'• ■[ .■■>; .
