The Emperor's messenger visited the tombs of . the Emperors to Tead the announcement of the disaster. The Prince Regent conducted tho announcement ceremony before , the sacred mirror in -, the Imperial 'Palace at Tokio. A messenger -was ; also , sent to the grand shrines of the Shinto faith to invoke peace and safety for Japan. The Emperor and Empress are taking up their wii.ter residence in Suma Palace, near Kobe.
