MANDATED TERRITORIES.
QUESTION OF NATIONALITY. SOUTH AFRICAN PROPOSAL. A. and N.Z. LONDON, April 19 Sir James Allen, High Commissioner for ! New Zealand, and Sir Edgar Walton, j High Commissioner for South Africa, are i proceeding to Geneva to-morrow to repre--1 sent New Zealand and South Arica respectively on the Mandates Commission with reference to determining the nationality of both white and native residents of the mandated territories, and also the Japanese mandated territories. Australia will be the only mandatory not directly represented. Arrangements have to be I made for the British delegate to represent the Commonwealth. It is understood that South Africa will propose compulsory naturalisation, and similar laws relating to natives and aliens within the Union of South Africa.
