FATAL RIOTS AT ESSEN. ALLEGED PRE-ARRANGEMENT A WARNING NOT HEEDED. A. and N.Z. .. LONDON, April 1. The ' Paris correspondent of the Sunday Express says that the rioting at Essen, where seven Germans were killed and 54 wounded, was pro-arranged by the Germans, who sent pre-organised agents into the cily. German photographers took pictures of the workmen holding up their hands in token of surrender. » The Foreign Office declares that workmen turned fire hoses on the troops and threatened them with revolvers. After that troops fired in the air, but the Germans took no heed of the warning.
