While official quarters in Paris warn the public against excessive optimism, there Is undoubtedly a better feeling between the occupying forces and the population of the Ruhr. The railways arc running under ' French control, and canal traffic {• assured. The correspondent of the Daily Express at Cologne states that the French are building large military barracks on the stern boundary of the Ruhr, are taking over more mines, importing more troops, and installing larger guns. The miners* unions at Hamm declined to work the mines seized by the French, and are threatening to allow the pita to flood unless they are restored to German control. M. Le Trocquer, Minister for Public Works, has returned from his visit to the Ruhr. He announced that there were 1.000,000 tons of coal and 450,000 ton* of coke in the north of the Ruhr region alone. He hoped to shift 4000 tons daily shortly. Bossbach, who was arrested in Berlin ca a charge of attempting to foment violent action in the Ruhr, has been released on engaging not to participate in propaganda in the Ruhr. When the inter-Allied Commission visited an aerodrome in Berlin, they were refused admission because one member was a Belgian,
