FASCIST RULE IN ROME.
REPLACING THE COUNCIL. COMMISSION PROPOSED. A. and N.Z. ROME. March 4. The Government proposes to nominate a commission to administer the city in consequence of the resignation of the City Council. This decision is due to constant friction between the Government and tho municipality. A majority of the latter are opposed to the Fascisti. The Government has frequently suggested tho council's resignation, but members refused until forced to it over the Budget.
COMMUNIST CONSPIRACY. FOURTEEN MORE ARRESTS. A. and N.Z. LONDON. March 4. According to advices from Rome, 14 members of the editorial staff of the newspaper Avanti have been arrested and charged with complicity in the Communist conspiracy against the State, alleged against Serrati, a director of the paper.
