Feb. 20. 1 The correspondent of the Chicago Tribune at Shanghai reports that American, British, French, and Japanese admirals are conferring there with a view for unification of policy respecting the protection of foreign shipping on the upper Yangtse River against banditry, which, for many months past, has made trading along the river extremely hazardous. The bandits have fired upon several 'ships, including British ' and , Amerjcan. The Chinese Government seems powerless to handle the situation. .
