RACIAL DISTINCTIONS.
LEVELLING-UP PROPOSED. A. and N.Z. DELHI. Feb. 4.
The Government has published the text of the proposed Bill based Upon the report of the Racial Distinctions Committee, whose general conclusions were that it would be easier and more practical; to level up the rights of Indians than to level down the rights of Europeans. The Bill removes restrictions and permits the i trial ,of Europeans by juries composed of not teas than half Europeans. It is proposed that Indian British subjects shall be entitled to a jury of which the majority may be Indians. The rights of appeal of Indians and Europeans are also levelled.
