AUXILIARY RATIO. JAPAN'S OFFER TO AMERICA. (Reed. 11.10 p.m.) TOKIO, Dec. 25. Admiral Ide, addressing the Houso of Peers, declared that as long as tho United Stales did not ailter her programme for auxiliary ships Japan would pursue her revised scheme announced ket summer, maintaining a ratio of six ships to tho United States' ten. The Admiral, asked whether there was a danger that the Japanese Navy would be overbalanced by the United States Navy, replied that Japan's Navy was superior in speed and accommodation of dockyards.
