Holland said he wa"s greatly surprised at reading Sir William Fraser's letter to the' Wesfland County Council containing an announcement that the Government did not intend to honour the promise made by Sir Francis Bell in connection with timber royalties due to local bodies. - N
Sir Francis ""Bell definitely promised that tho amounts accruing to counties under the Forest Act, 1921-22, would be made good. The Act itself provided for commissions being appointed regarding royalties claimed by local bodies, fcf no promise had been made he doubted whether the Bill would have been passed.
