For thb first time General Lebedeff and Admiral Behrens, Russian experts, sat with the Turkish and Allied experts today to discuss the freedom of the Straits. The Russians, however, were unable to discuss the proposals without referring them to the Soviet delegates now in Lausanne.

It is stated that owing to the Allies having increased the number of warships which they propose shall be allowed to enter the Black Sea, the Russians threaten to leave the conference.
