DISCONCERTING DECISION. A. and N.Z. SYDNEY. Dec. 12.

The State Governments are concerned over tho Privy Council's decision upholding the High Court, that Stato servants other than administrative officers covered by Public Service Boards are competent to approach the Federal Arbitration Court for awards. The decision is a severe shock to advocates of State rights. It is .understood that Mr. Hughes recently agreed with several State AttorneyGenerals to compromise by introducing legislation designed to curtail tho powers of the Federal Court when dealing with Stato instrumentalities, except when the latter's activities extended beyond the boundaries of one State.
