The Dublin correspondent of the Daily Mail says that in a mysterious bulletin Do Valera's typewritten journal, which appears with clockwork regularity, how and where no one knows, is published a rebel manifesto in reply to the Government execution reprisals. In defiant language it foreshadows bloodshed, and says: "The Republicans are neither terrified nor dismayed, they have consecrated their lives to their cause; let those who by word or deed sanction the reprisals know that for them thero will be no ease or peace till this monster, begotten of England, is utterly and finally destroyed." DE VALERA'S "GOVERNMENT.';' While the Parliament of the Irish Freo State aits at Lcinster House, Dublin, a so-called Government, of the Irish Republic under the presidency of Do Valera issues decrees and threats, and organises the rebel campaign of outrage, Dc Valera has nominated a Council of State composed of himself, Austin Stack, Robert Barton, Count Plunkett, J. JO'Kelly, Lawrence Ginnell, Sean T. Kelly, Sean O'Mahoney, Mrs. O'Callaghan," Miws Mary Macswiney, P. J. Ruttledjje, Sean Moylan, and M. P. ColivetThe following is the text of a proclamation that was issued from De Valera's Publicity Bureau in October : —Whereas the Speaker aid other appointed executive officers, in disregard of their duty, and in open disobedience to the mandamua of Suoreme Court have refused to summon Dail Eireann, the duly elected Parliament sind Government of the Republic, and whereas theso officers, abetted by other members of Dail Eireann, have in this and divert; other ways endeavoured illegally and unconstitutionally to subvert the Republic and its Government, Dail Eireann, and with foreign aid have joined in a traitorous supremacy and armed revolt with intent to establish a socalled Free State and a provisional partition Parliament, the creatures and subordinates of an alien legislature; There we, the faithful deputies of Dail Eireann, assemble to maintain the Republic and to secure a continuity of independent government for the wholo of Ireland in the name of all loyal citizens, and by the express wish of the soldiers fighting in its defence, call upon the former President. Eamon De Valera, to resume the Presidency and to nominate a Council of State to assist him in carrying on the government until such time as the Parliament of the Republic is allowed freely to assemble or the people are allowed by a free election to decide how they shall be governed.
