NO APOLOGY TO ALLIES. PREMIER REFUSES TO SIGN. (Beceived 9.5 p.m.) Beuter. BERLIN, Dec. 5. The Vorwacrts reports that the Bavarian Premier is resolved not to sign the letter of apology required by the Allies in connection with attacks on Allied officers in Bavarian towns. He is visiting Berlin to consult the Chancellor.
