It is semi-officialy stated that the resignation of the Government will not affect I Germany's reparation programme, as outlined in Tuesday's Note to the Commis- ' sion. The refusal of the Socialists to co-oper-ate with the People's Party was embodied in a resolution carvied by a two-thirds majority, declaring that they could only participate in a Cabinet that persistently pursued a policy far the stabilisation of the mark, which is the most urgent requirement. The People's Party hitherto has not given a guarantee of such policy. The President, Herr. Ebert, requested the Government temporarily to carry on i to-day, when he will confer with the Socialists and non-Socialists. Dr. Wirth, the ex-Chancellor, in a statement, said that he hoped to form a great coalition since the Note to the Reparation Commission had been accepted by all parties except the Socialists, but the latter having refused, it had become an urgent matter to settle future external policy. Dr. Wirth added that throughout the conferences the People's Party has given every assistance. It raised l no objection to his reparation programme. The Vorvvaerts attributes Dr. Wirth's downfall to his leadership, and his disposition to deal with party leaders behind closed doors, instead of coming into tha open. The Deutsche Tages Zeitung says that the crisis was precipitated by the Government's repeated yielding to Radical pressure.
