UNITED STATES AND CANADA. Australian and N.Z. Cablo Association. (Heed. 9.5 p.m.) OTTAWA. Oct. 16. It is announced that the United States and Canada have ratified a convention whereby wilful desertion or non-support of children who are minors constitutes an extraditable offence.
