That the purpose for which the Loan is required is to financially assist ratepayers (by way of loan) to instal drainage connections to their respective properties, 4. That the Northcote Borough Council, being unable to provide the necessary funds for such works out of the ordinary revenue, proposes to bonrow a sum not exceeding £5000. 3. That the proposed security for the repayment of such Loan shall be a special rate of fourpence (4d) in the pound (£1) on the annual ratable value of all ratable property in the special rating area within which the drainage scheme will be carried out. 4. That the Northcote Borougb Council ; proposes to make such_ loan repayable in ten (10) years, within which period all advances to ratepayers should be repaid and no sinking fund will therefore be necessary. 5.
