SIGNIFICANT GHANGES. A. and N.Z. PEKING. Sept. 20. Cabinet changes, which, it is believed, will have an important bearing on relations between the north and south, are announced. Siin Ton Lin succeeds Tien Wen Lien as Minister for the Interior, Lo Wan Kan succeeds Kao Lin Gun as Minister for Finance, and General Shu Chien succeeda Chfcg Yho Bhang as Minister for Education.
