JAPAN AND AUSTRALIA.
DESIRE FOR MORE TRADE. TOKIO, Sept. 8. Japan desires through the cultivation of th« existing friendship to increase her trade -with Australia. There is some criticism hy electrical manufacturers that while Jaoan is able to compete with Europe and America, and in the Treaty Ports of China, she is prevented from competing with Australia through the preferential tariff which results frequently in an American firm located in Canada securing the business. No criticisms are heard in the press regarding the "White Australia" policy, while the question of migration to Australia apparently never arises. The Japanese accept Australia's desire broadly to exclude the coloured races as settled. The frequent references in Australia to a possible antagonist in Japan are puzzling to the Japanese mind, in which the suggestion that Japan would ever attack British territory is regarded as fantastic. Japan is not questioning Australia's eood faith in the administration of her mandate for the general good in the Pacific, but desires a reciprocal belief in Japan's good faith. Japan wants friendly commercial relations, and no more. A consistent reading of the press for two years leads to no other conclusion.
