Senor Oliviera, the Brazilian representative, has informed the Disarmament Commission of the League of Nations that Brazil is not able to participate in the League's naval disarmament scheme, based on the Washington Treaty. The latter gives Brazil only two capital ships, which would be entirely inadequate for her population and coast line. It also prohibits Brazil from constructing naval yards. «

It is feared that Brazil's defection may result in all the South American countries breaking away from the League.
