Sir,—ln Thursday's Herald, tho Rev. F. R. Jeffreys is reported as saying, " During my time I had control over 10CO criminals." Is this statement correct? And if so, one wonders how many thousand criminals are at large in the whole of the Dominion. Surely, Mr. Jeffreys is in error in describing all probationers as "criminals.'' All the men in our gaols are prisoners, they are not all criminals, unless it is a crime to be hungry and penniless. I doubt, very much, whether we have a thousand criminals at largo to-day from the North Cape to the Bluff. Many young men and women placed on probation are offenders or misdemeanants, we have no right to brand them as " criminals." Veritas.
