AFGHANISTAN AND SOVIET.
DIFFERENCES DENIED. NEUTRALITY IN BOKHARA. A. and N.Z. DELHI, Aug. 21. The Afghan Foreign Minister has issued a statement to the nowspapers explaining the Afghan Government's attitude toward the Bokharan rising. The reorganisation of the civil administration and military forces in the Afghan provinces coinciding with the Bokharan disorders did not mean differences between Russia and Afghanistan. Tlie latter did not wish to create trouble with her friendly neighbours. Russia and Bokhara, The Minister adds that he considers the Bokharan disturbances a kind of internal disorder in which Russia and Afghanistan have no right to interfere. Afghanistan remains neutral; she has no idea of world conquest. He concludes by expressing confidence that relations between Russia and Afghanistan will daily be directed towards strengthening the freedom and welfare of Bokhara,
