In defence of the councillors, it, may be btated that they adopted this by-iaw solely at the instigation of-the load police sergeant. Thi3 they did under tho impression that other . local bodies were being, asked by the police to udopt a similar by-law. This not proving to be the case, and the motor- [ cyclists at their first opportunity, placing their views before the council,! the councillors, like fair, and bread-minded men, considered the fresh facts placed before them..
