Tiie special correspondent, of the Times at Genoa says that the oil question has now entered the political sphere. All the principal European delegations have received unmistakable hints from the American Ambassador that the United States Government maintains its wellknown standpoint in regard to private and general arrangements made for commercial and indus*rial privileges in Russia, that such arrangements will not be recognised by the United States. Point is lent to this statement by the fact, that the Standard Oil Corporation, which wields great influence in the United States, lias a distinct status in the oil negotiations, owing to its acquisition of oil rights in Southern .Russia and tho Caucasus area. Well informed diplomats in Genoa are of opinion that tho British Government will not cuuntenaneo any monopolistic agreement, becausc of international consequences. He.uter. LONDON, May 10. Router's agency report® that a White House official declared that tho United States would not bo influenced in dealings with Russia by the action of the Genoa Conference, or any steps which any European Government takes. Regardless of tho success or failure of the conference, tho United States Government will not deviate from the principle originally laid down as a basis for resumption of relations with Russia.

Tho Associated Press states that at a discussion of the Genoa Conference and the Russian problem by tho United States Cabinet, a general opinion was expressed among the President's advisers that the attitude of tho Allied Governments toward Russia, at Genoa., is tending to virtual asrreement with tho policy of the United States.
