LONDON CONTROVERSY. - : LONDON. April 23. The Battle: of the Skirts has begun in Britain. Leading artists and societywomen are joining in the controversy., . Sir William Orpen, the famous painter, '[■ has drawn for the London Daily Mail some pictures of short skirts v showing, ; trim legs and bulky legs. ; He accompanies l -' the sketch with a dissertation on fashionable dressing which should show, he says, the best and not the worst of woman. . .
