Hughes has sent a Supplemental Note to the p .ve Allies, in which he states that the United States' position regarding payment of the costs of her anny of occupation on the Rhine is not affected by the question of the proposed postponement until (hk year of the debit for the v alue of the Saar Mines against Fiance's bill for her army of occupation. This is explained as mainly a question of book-keeping. However, the United States reserves her rights in the matter.
