MOTORING IN NEW YORK.

The fact that near!; 2000 persons war* killed and 40,000 injured by motor-cars in New York State last year has aroused the authorities to the necessity of de» vising ways and means of reducing the number of accidents, and a legislative committee has recommended the enactment of severe regulations and th<> appointment of a motor vehicle commiesioner with ample power and staff to force them. The committee found that most of tie, accidents occurred outside the large cities of the State, because the officials of thtS country districts permitted almost any-* body to drive a motorcar, including chii* dreu, and aged, lame, blind, and deal people. The only way to safeguard hutnaa 13e and protect competent drivers, the committee found, was to enact a State law requiring every owner to bo bonded and insured against liability to others, and that the licenses of driven should be revoked for exceeding speed limits, improper use of headlights, or permitting care to deteriorate to an extent whera their equipment became inadequate and defective. The greatest loss of life was caused by reckless driving, for which severe punishment is recommended.
