A message from New \ oik states that the afternoon papern print a special cablepram from Moscow, stating that tho Russian Soviet Government will send a delegation to Genoa to demand an international loan of £100,000,000. Tho League'of Nations, the cablegram states, must not be forced upon Germany and Russia. Thev mist hive free intercourse, and tho Allies must buy freely from Russia raw materials in exchange for foreign credits. ' .
