Advioes from Peking state that a Russian Soviet envoy has declared it is not the Russian intention to recall all troops from the Mongolian border. He reiterates the assertion that the Soviet Government has no aggressive intentions in Mongolia, but is maintaining troops there only at the instance of the People s Revolutionary Government in Mongolia,
