PREPARING FOR RECOGNITION A. and N.Z. TOKIO. Feb. 20. Count Uchida, Foreign Minister, announcing Japan's acceptance of the invitation to the Genoa Conference, told tho Diet that Japan was considering the recognition of the Russian Soviet Government if it accepts tho terms of the Genoa Conference.
