A. and N!Z. TOKIO, Feb, 20. Japanese Liberals have started a storm of -protest against the Government's refusal to admit Mrs. Sanger, qn advocate of birth control.

The Japanese Foreign Office Bent instructions to the Japanese Consul at San Francisco to refuse to vise the passport of Mrs. Sanger because birth control propaganda is illegal in Japan. Mrs. Sanger undoubtedly will be permitted to enter Japan if she promises to refrain from propaganda. /
