Peter Vafegin, the leader of a strange Russian religious sect known as the Doukhubors, which has S000« settlers in Canada, has' proposed that the whole tribe shall drown its children under 10 years of age, together with the aged and infirm, as a. protest against exorbitant taxes, and that when rid of those unabk) to travel the tribe shall abandon its farms and wander over the country preaching the coming of Christ. This :s believed ,to be the outcome of a long conflict between the sect and the Canadian Government.
