SYDNEY. Feb. 15.

Block associations of business men to assist the health authorities in exterminating rats and fleas are being formed. The city will be divided into blocks, each under the supervision of an association.

The block organisation for prosecuting the campaign against rats in Sydney was formulated at a confercnco of business men held on February 6, when the following resolution was passed:— " That, in view of the recent extension of plague into the heart of the city, and the reasonable expectation of further cases during the next two months, it is necessary that all business firms should co-operate with the authorities, and take immediate and active measures for the extermination.of rats. "That the business portions of the city should be subdivided into blocks, each under the supervision of a local committee, who should urge upon the occupants of the block the necessity for rat destruction, and the entire clearance of rodents from business premises. " That it should further be the duty of the committee to report any ascertained cases of rat infestation, or of rat mortality to the health authorities. " That it is desirable that one or more permanent rat catchers should employed to destroy rats in any suitable manlier in each block. " Thai the wages of such rat catchers be a charge upon the business firms in the blocks." The question of the ripbt of a committee to enter premises cropped up. The Lord Mayor promised that if any case was brought to hi.« notice where entry was refused he would exercise his right, and demand an entry. Should it subsequently be found that the particular premises were infected lie would tako drastic steps and ensure that such a thing would not occur again.

Another plague-infected rat has been caught, this being the first since the end, of January.
