AN ASTOUNDING SPEECH.

Australian and N.Z. Cable Association. (Eccd. 7.30 p.m.) NEW YORK. Feb. 9. Mr. Henry W. Nevinson, editor of the English journal, the Nation, in a speech on the Washington Conference, made the astounding statement that if the 1916 naval programme of the United States had continued, there doubtless would have been war between the United States and Britain. He added: "We cannot endure to think of any other country being dominant of the seas. It is most surprising to mo that public opinion in England was not aroused over the proposal to equalise the fleets of Britain and the United States. I am not such a fool as to say that we should have wiped you out, but at least we should have had a good try at you."
