China, while agreeing in principle, stipulates some change in the present situation before consenting. s These changes, of course, refer to Shantung' and the. famous- 21 demands. These matters are likely to be brought nearer a settlement in the next few (days. , , The spokesman of the Japanese delegation indicated to-day that a further-dis-cussion of the- Shlmtung railway question has not changed the view-that a satisfactory agreement has been reached. This was confirmed, though unofficially, in Chinese quarters, which pointed .out, however, that there was the question to consider of the reimbursement of Japan of her liabilities, such as the 59 million-gold marks she is due to pay Germany under the provisions of the Versailles Treaty, the railway haying been privately built. . It was authoritatively stated yesterday that Japan may offer to turmover the Shantung.railway to China, leaving finan,cial matters /to be settled by a commission, or\v the good offices'of Britain and the United States, ''■ ' '~.''
