When the Tawanga Borough Council Electric Loan Empowering Bill was being considered. in Committee Sir William Herries (Taurftnga) explained' that authority to borrow £12,500 was being conferred. Authority to borrow £30,000 had been previously given, but had proved insufficient. The question was raised why legislative authority was being sought, and why the ordinary procedure of obtaining the consent of the ratepayers wm not being followed. The local Bills Committee had inserted a provision requiring the consent of the ratepayers, but Sir William Harries moved that the 1 words should be struck out.' This evoked some comment. It was explained that many more than the taxpayers of the Borough of Tauranga were concerned. There was an agreement with the Te Puke Town "Board, and a large mining industry at Te Puke. In any case the money had been taken from the District Fund Accouijt and expended, the system being practkally complete.
