RUSSIAN FAMINE RELIEF
AN ESSENTIAL PRELIMINARY.
INVESTIGATION BY COMMISSION. A. and N.Z. BRUSSELS, Oct. 9.
The international conference called to discuss the relief of the Russian famine, representing twenty nations, resolved that the respective Governments could not be approached for credits until a mission of experts was allowed to visit Russia to investigate the extent and population of the famine area, the means of transporting and distributing relief, and the prospects of next year's harvest, also, the Soviet Government must assume responsibility for Russia's former debts.
