SUBMISSION TO THE CABINET
NOT AN ULTIMATUM. By Telegraph—Press Association—Copyright. (Received 11.30. p.m.) A. ana N.Z. LONDON. Sept. 23. The Daily Telegraph states that Mr. Lloyd George is practically restored to normal health. His reply & De Valera has now been drafted after consultation with all colleagues. It therefore represents the considered judgment of the Cabinet. No Cabinet meeting is expected until the first week in October.
The correspondent of the Daily Express at Gairloch understands that Mr. Lloyd George's reply states in unmistakable language that unless the claim to Irish sovereignty be definitely abandoned, there cannot be a conference. The draft is being sent to all Cabinet Ministers, and Mr. Lloyd George expects their comments on Monday, when the reply will be sent to Dublin'.
The reply, as drafted, is in no sense an ultimatum, but should prevent futile correspondence on that definite point. The door to a settlement remains open.
