The Japanese Embassy has published the text of the proposal submitted by Japan to China regarding the restitution of Shantung. Its principal provisions are:— (1) The leaseh6ld of Kiao Chao and rights originally granted to Germany over a 50 kilometre zibne around Kiao Ohao Bay shall be restored to China. (2) Japan will abandon plans for Japanese exclusive settlement or international settlement of Tsingtao, provided China opens the leased territory in Kiao Chao as a trade port and permits nationals of all foreign countries to reside there and carry on commerce. China shall also open Shantung Province for residence) and trade to all foreign nationals. (3) The Kiao Chao-Tsinanfu railway and all mines appertaining thereto shall be worked by joint Chino-Japanese enterprise. (4) Japan will renounce all preferential rights for the supply of personnel, capital and material as stipulated in the ChinoGermany Treaty of 1898. It is authoritatively intimated from Tokio that if China declines Japan's proposal regarding the return of Shantung, Japan may refuse to discuss the Shantung question at the Washington Conference.
