Despite the Russian Government's insolent refusal to permit a delegation representing the International Relief Commission to visit Russia to investigate the extent of the famine, the commission has decided to endeavour to organise relief. It is therefore inviting 24 countries, in eluding Germany, to confer at Brussels on October 6 to consider ways and means.
