I The Paris correspondent of the New York Times states that the extremist ele ment cracked the whip of mastery over j the opening session of the French Socialist Congress at Tours, and made it clear that the body will favour adherence to the Third (communist) International of Moscow. It is indicated that even the Bolshevik creed of 21 points will be accepted by a large majority. It is surprising to note that the delegates from the French country districts, who usually are more conservative, declared in favour of Bolshevik principles. This is believed to be a protest against the allied attacks on the Soviet. A. and N.Z. PARIS. Dec. 26. According to preliminary votes taken at the French Socialist Congress at Tours, concerning the arrangement of the agenda paper, M. Cachin's section advocating the closest co-operation with Moscow had a majority for the time being. M. Longuet's central section refuses to give such whole-hearted adherence, and a third section refuses to san<von co-opera-tion. Some of the speakers declared that the small peasant farmers in their respective departments were zealous supporters of the programme of the Moscow party.
