The Indian National Congress is sitting at Nagpur to discuss whether Home Rule within the Empire or absolute separation should be the goal of Indian nationalism. Ihe Bengal extremists are advocating an intensive campaign against the Government, to include a general strike and the non-payment of taxes. The political atmosphere is becoming highly charged. Although the moderates swept the country at the Council elections, this was only because the extremists boycotted the whole reform scheme.
