THE CO-OPERATIVE SCHEME. POINTS FOR CONSIDERATION. j The Welfare League writes on the ■ subject of the co-operative stevedoring | scheme as follows The Wellington Chamber of Commerce having decided to set up a committee to watch the movement ansi report as considered necessary jwe desire respectfully to suggest that ! this committee might meet forthwith and go tuily into these questions relating to ' this proposed scheme :— ' " ' (i) Would a combination on the lines suggested detrimentally or helpfully . | atlect the harbour boards, the small shipping companies, the existing stevedores , | the consignees of goods, the general 1 public ? ; i . a genuine form of co-opera-j tion for the shipping companies to enter i into a mode of partnership with the New Zealand Waterside Workers' Federation while the leaders of that bodv de i clare that their purpose is to secure full control of the industry and before they havj given any guarantee that they will j not use their representative authority to ' effect such an end ? i (3) Is the scheme one of payment on results or will that principle be governed by what is meant by "current rates." I (4) Is the scheme :n practice likely to I operate in the direction of giving pre- ■ Terence of service to the association employers over those not in the association which might materially affect the small shipowners and * the harbour boards em- , ploying labour' (5) Is the hiring and purchasing of ' gear, interest, insurance and allotment of profits likely to entail and increase in | charges for the handling of goods * j (6) Will the payment of special ; despatch rates for speedy work if ; coupled with payment of demurrage rates ! lower than the agreement in case of slow ! work be likely to minimise or accentuate industrial disputes and possible conflict ?
