MR. WILSON'S FINAL EFFORT. RE-SUBMISSION POSSIBLE. 'A. and N.Z. NEW YORK, Dec. 8. The Washington correspondent of the United Press of America states that it is intimated that Mr. Wilson is considering the question of submitting the Versailles Treaty once more to Congress, with a special message regarding the foreign relations of the United States. It is said that the President believes the recent developments at Geneva may make the League of Nations more acceptable to the Senate, and thinks that the " mild reservationists" will be influenced by the interpretation that Article 10 does not bind the League members to guarantee the territorial integrity of other members, and also by Denmark's decision not to lend troops to the League till the Danish Parliament approves.
