THE LEAGUE'S WEAPON.
PRESSURE BY BLOCKADE. DEFENCE AGAINST CRUELTY. - Australian and X\Z. Cabla Association. (Becd. 11.30 p.m.) GENEVA, Dec. 7 The First Commission of the League of Nations Assembly recommends that four non-permanent members of the Council should be elected for two years and should be eligible for re-election for a j further two years, but, failing re-election, such members should be ineligible for reelection for four years thereafter. At a sitting of the Sixth Commission, Lord Robert Cecil said there were some who considered the blockade an exceptionally cruel method of warfare. He did not share that view. He believed that it was the most effective weapon, and it was not cruel unless the pressure was longcontinued. In any case it was less cruel than war.
