At a sitting of the Sixth Commission, Lord Robert Cecil said there were some who considered the blockade an exceptionally cruel method of warfare. He did not share that view. He believed that it was the most effective weapon, and it was not cruel unless the pressure was longcontinued. In any case it was less cruel than war.
