WAR DEBATE IN TOKIO. A QUESTION OF EXPEDIENCY. A. and N.Z. _ TOKIO. Nov. 18. The debate of Tokio students on the question whether Japan should fight the United States was marked by vehement oratory, but no disturbances. The organisers agreed to the police request that no vote on the merits rof the question be taken. Apparently the audience was equally divided. The debaters agreed _ that California's anti-Japanese legislation furnished sufficient cause for hostilities, but differed concerning the expediency of war, many pointing out Japan's weakness compared with the wealth and preparedness of the United States.
