HASTENING COAL SUPPLIES. FRANCE ADOPTS PROPOSAL. A. and N.Z. PARIS. July 30. After hearing M. Millerand's explanation regarding the Spa protocol, the Finance. Committee of the Chamber of Deputies reversed its former decision and accepted the Bill providing a coal credit for Germany. M. Millerand scored a signal victory in securing the Senate's approval to the Spa proposals, under which the loan to Germany was advocated in order to hasten the deliveries of coal. ASSISTANCE FROM DUTCH. CREDIT OF £17,500,000 VOTED. A. and N.Z. THE HAGUE. July 30. The Dutch Upper House unanimously voted credit to Germany of £17,500,000.
