A. and N.Z. ROME, June 13. The Papal Encyclical permitting Roman Catholic sovereigns to visit Rome is tho outcome of the Vatican's now policy of participating in Italian politics. It will enable Italv to enter into closer relations with other "Roman Catholic countries. The Vatican's pro-Italian policy has angered the Yugoslavs. It is Relieved that the King of Spain will shortly visit Rome,
