EMBARGO BY CANADA. UNITED STATES' PROTEST. A. and N.Z. WASHINGTON, May 27. The Foreign Affairs Committeo of the House of Representatives reported favourably on a Bill authorising tho President to appoint a commission to treat with Canada on the subject of the latter's embargo on printing paper aud wood pull), and' it is expected tho Bill will soon be passed. It is stated that Canada's action is virtually forcing American printin? paper manufacturers to move into Canada. The committee also emphasised the fact that while Canada was within her riehta in enforcing the embargo, which was working hardship in tho United States, Congress could pass an embargo on the export of coal, sulphur, and dy<s to Canada, and that this would be a hardship to tho Dominion.
