According to a message from El Paso General Flores, the Mexican insurgent leader, has captured Culiacan, the capital of the western State of Sinaloa. The Mexican Government has announced a. revolt- in the State of Michoacan. Giving evidence concerning the anarchical condition of Mexico to the Senate Committee which is investigating Mexican affairs, Mr. Franklin Lane, ex-Secretary of the Interior, said that Mr. Wilson's policywas fatal. He imagined that the parties in Mexico were struggling for liberty; in reality they were struggling for loot. The United States has refused the Mexican Government's request to allow the movement of Mexican troops in United i States territory in order to attack the j State of Sonora, which is in revolt against the Federal Government, and has pro- j claimed its independence. -
